    The Cartagena Manifesto was written in 1812 by Simón Bolívar during the Independence of Venezuela after the fall of the First Republic explainings with great detail and precision the causes of the this loss It was written in Cartagena de Indias on the 15th of December 1812 It is said that it is the Bolivar's first great document between many others
